Sorry to ask but, what will it actually do?

Content Hosts like Youtube and Tumblr are no longer absolved of responsibility for copyright infringement, and as a result they are required to take steps to mitigate and prevent copyright infringement.

Where people tend to trip up is that they think it will give Content Hosts and Copyright Holders license to take down all fanart, videos and memes. In reality, Content Hosts and Copyright Holders can already do that.

What Article 13 actually does is make it so that Content Hosts can face damages if they are not putting in the effort to try and reduce copyright infringement. If a website is already doing this, then nothing will change.

For example: Youtube already abides by Article 13 by having the Takedown system and Content ID. Tumblr has Content ID for audio uploads, and prohibitive restrictions on video uploads to make it harder for copyright infringement to actually happen.

All the major websites like Twitter, Facebook, Youtube, Tumblr, Deviantart and Instagram already have measures in place that Article 13 requires.

Article 13 also will not eliminate the Fair Use defense. Copyright holders will still be required to sue you if they want to take down your shit permanently.

Literally nothing changes for you. Just like the TPP before this.
